During the period Sui and T'ang Dynasty, many heroes fight for the empire. At Lonyang, the cruelty of the Zheung Emperior-Huang Shi Chun angered the people. The famous Wu Shu expert 'Mighty Leg chang'stood out, but was killed by Zheng Emperor's nephew-Huang Yin Jih; and his son Shiu Hwu was saved by Tan Chuang at Song Shan. Shiu Hwn turned to be a monk for learning Kung-fu as he discovered Tan Chuang and eleven stick monks skills, and renamed Guer Yuen. Later on, he met a smart girl called Pei Hwu Sha and they fell in love. He then recognised that she was the daughter on Tan Chuang.

Set in 1945, the end of World War II, a retired Chinese army officer (Jet Li) came to Tsing Tao to look for a new life. At that time, the U.S. Army was still stationed in Tsing Tao. One night an arrogant U.S. officer was driving recklessly on the street and hit an innocent pedestrian. Li rushed to help the wounded but got into a fight with a group of U.S. officers. Though Li defeated the officers, he was pursued relentlessly by these people. To survive, Li had to fight for his life.
